Town of Winchester is Hiring an ASSISTANT TOWN ENGINEER Near Winchester, MA

The Town of Winchester seeks a qualified individual to serve as the Assistant Town Engineer. A community of 22,000 residents and situated just 8 miles north of Boston, Winchester is served by the MBTA commuter rail and boasts an excellent school system and quality of life for its residents. Under the general direction of the Town Engineer, the Assistant Town Engineer will provide professional, supervisory, technical, and administrative work in planning, organizing and directing operations of the Engineering Department. The position requires coordination with other town departments, boards, and committees; consultants and contractors; and federal, state, and local agencies. Duties include providing engineering support for various public works projects, conducting regulatory review of plans and applications, assistance in administering the Town’s Phase II stormwater permit, coordination with various departments on oversight of the Town Center parking program, development and maintenance of the Town’s GIS, and all other related work, as required. Thorough knowledge of civil engineering principles as they relate to design, construction, inspection, surveying, and regulatory standards is required, as well as demonstrated communication and organizational skills. Experience with AutoCAD and GIS is preferred. A Bachelor’s Degree in civil engineering and a minimum of five years of experience in the field is preferred (municipal-related experience is desirable). A combination of education and experience will be considered. Registration as a professional engineer in the Commonwealth of Massachusetts is required. Complete salary range: $71,766 - 106,845

Assistant Town Engineer
Job Description
Definition
Supervisory, administrative, and professional engineering work assisting the Town Engineer in discharging the duties of his/her office, and all other related work as required.
Distinguishing Characteristics
  • Works under direct supervision of the Town Engineer, with a large percentage of time requiring independent action.
  • Performs varied and diverse technical duties requiring considerable judgment in the application of engineering and surveying principals, and the knowledge of construction techniques.
  • Makes frequent contact with other departments, Town boards and committees, the general public, attorneys, engineers, surveyors, and construction personnel.
  • Errors could result in confusion, substantial loss of time, expense, and reduced level of engineering services.
  • Frequent physical effort demanded in walking or climbing over rough terrain and excavated areas on various construction sites. Subject to dangerous traffic on roadways and exposure to inclement weather or extremes of temperature.
Examples of Work
  • Assumes responsibility during the absence of the Town Engineer.
  • Delegates assignments to other department personnel for both field and office work.
  • Assists in the development and evaluation of feasibility and other preliminary studies for proposed public works projects, as well as requests from other Town departments.
  • Assists in the development and evaluation of designs, plans, and specifications for public works projects, including survey, CAD design, cost estimation, and project management. Coordination with and administration of outside consultant services is required.
  • Review and inspection of various public works and private development projects relating to utility installation (water, sewer, and drainage), roadway construction, soil testing, and parks and grounds layout.
  • Assists the Town Engineer in the technical review of all projects subject to subdivision control and site plan review. Assists in the technical review of projects subject to the Wetlands Protection Act.
  • Provides information and assistance to the general public, town contractors, all town departments, town boards and commissions, and other officials and organizations.
  • Updates maps, plans, and department records as required; prepares reports for Town Meeting, town boards, and state agencies, as directed.
  • Coordinates work projects between various Town departments, boards, and committees.
  • Attends meetings and hearings to provide expertise on engineering-related matters. Attendance at night meetings is required.
  • Assists with the development and maintenance of the Town’s Geographic Information System (GIS).
  • Attends night meetings of the Winchester Planning Board and other boards and committees, as needed.
  • Assists in the administration of the Town Center parking plan.
Minimum Qualifications
Education and Experience
Candidates must have a Bachelor’s Degree in civil engineering, a minimum of five (5) years of experience in the practice of civil engineering (municipal-related experience is desirable), registration as a professional engineer in the state of Massachusetts, or any equivalent combination of education and experience.
Knowledge, Ability and Skill
Thorough knowledge of the principles and practices of civil engineering and surveying as they relate to design, construction, inspection, and regulatory standards for public works and private development projects. Computer proficiency with the use of standard word processing, spreadsheet, and database applications. Experience with AutoCAD and ESRI GIS software. Ability to prepare detailed reports and to communicate effectively, orally and in writing. Excellent organizational skills.
